General HS&E Tasks & Duties
The general HS&E tasks of the Project HSE Officer are:
• Instruction and induction of new project personnel;
• Advise and support management and supervisory personnel on HSE issues;
• Undertaking random spot-checks on the project site and onboard of vessels to verify compliance with the Project HS&E plan;
• Instructing and assessing the relevant subcontractors to verify their compliance to the applicable project HS&E requirements;
• Reporting and investigation of Accidents, Damages, Environmental Loss and Near Miss;
• Administrating and reviewing regular the Project HS&E plan, to ensure that the HS&E plan is kept up to date.
Specified Tasks & duties Project HSE Officer
1. Project HS&E organization
In co-operation with the Project Management the HSE Officer must make sure that the HSE organization structure on the project is clear and is stated in a project organization chart (See also the HSE-plan).
Make sure that the HS&E functions of the employees on the project and the reporting lines are indicated on the chart.
2. Project HSE Plan
Use the HSE-plan frequently and review the plan frequently, to ensure that it is a ‘live’ document and is kept up to date. See the HSE plan for any specific administration tasks, as filing of incident records & statistics, registration forms induction & toolbox meetings, maintaining list of provided Personal Protection Equipment.
3. Project emergency telephone list
Keep the list up-to-date and make sure that employees on the project know the telephone numbers, addresses and routings. The list must be distributed to plant, equipment and strategic locations on the project.
4. Incident Reporting
See document RBW-510 for procedure of incident recording. All incidents on the project should be reported and investigated. Results from the investigations should be shared with the project organisation and improvements or protection measures be implemented.
5. HS&E training for project personnel
Check whether the employees on the project are sufficiently trained for their tasks and duties on the project. Ask for diploma’s and certificates when new employees arrive on site.
6. Project HS&E induction
All new employees on the project must be introduced to the HS&E requirements of the project. A safety induction covers as a minimum the following items:
• Project emergency response;
• Safety instructions Black/Yellow booklet;
• Personal protection equipment (PPE);
• Specific project HS&E instructions;
• Toolbox meetings.
A registration form for induction meeting is given in the HSE-plan.
Visitors must also be instructed with respect to the relevant Project HS&E regulations. A notice to visitors must be handed over upon arrival on the Project site.
7. Plant and equipment
Ensure that the following information is provided and discussed with the Captain, Senior Dredge Master or Skipper on board:
• The Project HS&E plan, including the specific Project HS&E instructions.
• Project related local licenses;
• Security issues, where relevant.
8. Subcontractor(s)
Subcontractors are responsible for HSE matters as included in their contracts.
Each Subcontractor shall appoint a designated employee from his organization to act on his behalf regarding HSE subjects.
Throughout the duration of the contract, the Subcontractor shall:
• Comply with the HSE requirements from the subcontract;
• Ensure that Subcontractor personnel have attended an HSE induction;
• Ensure that Subcontractor personnel adhere to agreed safety instructions;
• Report any accident, damage or environmental loss and near miss to the Project Management.
9. Distribution and registration of Personal Protection Equipment (PPE)
Distribution and registration of PPE to the project employees is administered on the project. For this the designated form in the Project HSE plan should be used.
During inspections the use of applicable PPE should be checked.
10. Project HS&E inspections Perform HS&E inspections on a regular basis. Various checklists are available (see the Q-Aid). Action lists should be made on the basis of these inspections and be discussed with the responsible persons for the follow-up.
Main items during these inspections are:
• Housekeeping;
• Safe working practices (also during lifting operations);
• Fire hazards (welding & burning;
